19 issues in taxes budget
2027 County Budget Adoption
The Council set the 2027 budget essentially flat against 2026 and approved a 4% across-the-board raise, costing roughly $4 million against a ~$100 million payroll. The number isn't final — first reading is Tuesday and second reading follows an October workshop, and departments in negotiations or reorganizations are carved out.
Position reorganizations and general fund reliance
A $25,000 emergency management transfer and a salary ordinance reorganization were held for the budget cycle rather than acted on now.
Cooling tower contract re-award saves county money
Commissioners undid August's $714,610 cooling tower award and split it into a direct purchase from Evapco plus a separate service contract — cutting roughly $67,000 from the cost. The equipment cools county buildings.
I-65/SR-2 Economic Development Area (TIF District)
The county approved its resolution creating an economic development area around the future I-65/SR 2 interchange, following the council's earlier action. This sets up the funding framework for development around the new interchange.
ARP funds redirected to construction and reconstruction
The council moved $13.5 million in leftover federal COVID relief money plus interest into a fund and then appropriated $14.5 million for construction and reconstruction projects. This is one of the last chances to spend ARP dollars before federal deadlines.
Courthouse utilities and insurance budget offset
The council added $2 million for utilities at the Hammond and Gary courthouses, offset by a $2 million reduction in the group insurance line — net-neutral budgeting but a signal of rising building costs.
Veterans Services staffing and pay
The county veterans services officer says her pay is the lowest among comparable counties despite serving 24,000 veterans, and wants to redirect a long-vacant assistant position to fund raises. The council wants her request in writing first.
Outside taxing entity budgets (fire, solid waste, libraries)
The council did the state-mandated August review of next year's estimated maximum levy and circuit breaker credits. It's non-binding — the point is acknowledging the state's estimates before budget season.
I-65/State Road 2 Economic Development Area (TIF)
The county wants a 6,000-acre TIF district around the I-65/SR 2 interchange to capture new tax dollars for roads, sewers, schools, and safety services. Supporters — including the Tri-Creek schools superintendent facing a $3 million deficit — call it a lifeline; neighbors fear a road through their properties, data-center water use, and rapid industrialization.
Hobart Township Assessor office funding question
The county added $970,000 for the reassessment contractor while township assessors trimmed roughly $225,000 in combined line items to help cover costs.
Campaign finance enforcement and fine reductions
The board cleared a backlog of late-filing fines: several were waived or set aside because committees disbanded or notices were never properly served, and one candidate got a big reduction after explaining himself. The board signals it expects filings to be on time but will show leniency when people come clean.
Revolving loan fund health
The fund has turned over about $8 million since the 1980s from a $2 million start, but there's little left to loan. Two borrowers are paying reliably, which kept the meeting from feeling all doom and gloom.
Vacant parcels and the Gary tax base
A Gary resident told the council roughly 6,000 parcels in his city sit off the tax rolls and argued liquidating them could add $146 million in assessed value — critical as Senate Bill 1 squeezes local revenue. He also raised the Tyler v. Hennepin County ruling and urged the county to proactively return surplus tax-sale money.
Whiting School Referendums on the Ballot
The School City of Whiting is running both an operating and a capital referendum; the board set the paperwork in motion for the November ballot.
Major county building projects out for bid
The board awarded millions in contracts for courthouse electrical upgrades, roof replacements, jail video systems, and maintenance — projects that affect county facilities residents use. The Powers and Sons bid withdrawal shifted a $1.5M roof job to Gluth Construction.
Aging Voting Machine Replacement
Lake County's voting panels are 20+ years old and parts are drying up. MicroVote wants the county to start planning replacements before 2028 — a decision that could cost over a million dollars for taxpayers.
Bears stadium financing concerns
A Cedar Lake resident warned against using county tax dollars to subsidize the new Bears stadium in Hammond, questioning whether South County residents see any benefit.
County budget adjustments for juvenile court, health and sheriff
A batch of appropriations, transfers and salary adjustments moved grant dollars and shifted salaries — including cutting some probation officer salaries and converting health department positions.
Opioid settlement funds deployed for county services
More than $742,000 in opioid settlement money was appropriated for professional services under the commissioners.
