Civic Issues
Topics getting the most attention in Carmel public meetings, ranked by how frequently they are discussed.
50 issues with low priority
Water softening program
Board member Potasnik asked how the salt purchase works with residential softening; the city pre-softens all water to 8–10 grains hardness, and homeowners soften further if desired.
CFD training facility progress
Winter road salt supply
A $962,500 rock salt purchase for 2027 keeps the city stocked for winter storms — a routine but critical part of keeping streets passable.
Temporary public parking at 41 First Street
A private lot owned by Jeff Greenwald will temporarily host public parking for two years, helping Fire Department headquarters next door. The city will spend roughly $20,000 to fill and stripe the lot.
Jeff Worrell will not seek reelection
At-Large Councilor Jeff Worrell, the council's senior member, announced he won't run again after ten years on the council and 35 years of community service. He'll serve through 2027.

An ordinance (tenth reading) would formally establish which areas of City Hall are open to the public. It remains in committee.
Indiana Jewish Festival at Civic Square
Two previously tabled event requests were back on the docket: Dia de la Familia (Midtown Plaza, September 12) from the Mexica Cultural Art Center of Indiana, and a Diwali Media Day (Carter Green, October 9) from the Carmel Diwali Committee. A second Dia de la Familia event for August 16 was also on the new-request list.
Change.org community engagement program
The city partnered with Change.org on a free resident feedback platform focused on local business ideas; 100 demographically representative residents are being compensated by Change.org — not the city — for focus group participation. Results will be shared with the council.
Duplex building width variances on McPherson Street
Two transferred requests sought to build duplexes 19 feet wide where 23 feet is required on adjacent Homeplace lots. The outcome affects infill housing design in the Home Place area.
Use variance renewal for auto sales at 106th Street and College Avenue
Recovery Auto sought renewal of a use variance allowing automobile sales and display at a busy B-2 corner within the Home Place overlay, where such uses are otherwise prohibited.
Wine pours in oversized cups
A 6-ounce wine pour looks nearly empty in the 16-ounce DORA cup, leaving customers feeling shorted and prompting staff overpouring. A new smaller 9-ounce version of the same cup could fix perception and over-serving problems.
Repeal of defunct city funds and transfer of balances
The city is closing out nine old funds, sweeping $63,244.95 into the general fund. Councilors questioned why road bond and arts money wasn't earmarked for its original purposes.
Native plants and city landscaping
A resident praised the parks department's native plantings and challenged Carmel to out-do Westfield's median plantings, handing out books and urging city landscaping staff to attend a native plant conference.
City Technology and Communications Spending
Three items — a $65,100 Esri software renewal, a $129,887.65 phone system maintenance contract, and a $134,989.53 networking equipment purchase — make up roughly $330,000 in technology spending. These keep the city's mapping software, phones, and network running.

The president honored firefighters and street department crews who saved the city's main sewer line during recent floods, working with National Guard helicopters to drop concrete bags and retrieve slings in the water.

The hotel off Meridian Street gets a cosmetic refresh — new paint and a straightened parapet — with commissioners lukewarm on the dark blue but approving it anyway, letting staff finalize the color.
2026 Event Permits and Street Closures
Several events sought city permission: Oktoberfest in City Center Plaza, the Kingswood Block Party, the Mia's Movement Walk-Run, and a School of Rock show at the Civic Square gazebo. These involve temporary street closures and plaza use through the fall.
Community Events and Street Use Requests
Eleven requests for street closures and plaza use, covering the Mower Races, Gluhwein Gallop, Festival of Ice, Winter Games, Movies at Midtown, and more. Closures mean detours for drivers but big turnout events for the community.
Hunters Glen wall-to-fence replacement
The Hunters Glen Condo Association wants to swap its aging front brick perimeter wall for a fence at E. Carmel Dr. and Hunters Dr. It changes the look of the neighborhood entrance residents see every day.

New planning and engineering funds
Two ordinances would create non-reverting funds for the Department of Community Services planning work and Engineering planning/development work — setting aside money that wouldn't return to the general fund at year's end.
Facade grants and preservation work
The Historic Preservation Commission funded 8 of 10 facade grant requests — $30,000 in city money pulling in $145,000 in private matching dollars — and a North Rangeline Road conservation district plan should be ready in August.
Commission electronic participation policy
A resolution was scheduled that would set the ground rules for commission members joining meetings remotely — a housekeeping matter but one that affects how the body conducts business.
Auman Drive Public Way Vacations
Two property owners petitioned to vacate portions of public right-of-way in the Aumans Addition subdivision — one at 942 West Auman Drive and one at 1006 Auman Drive West. Public hearings were scheduled so neighbors could weigh in.

141st Street path and tree preservation settlement
A year-long condemnation case ended in a creative deal: the new 141st Street path was shifted south to give a line of mature pines a chance to survive — if they die, the city pays the owners later. Future road expansion isn't blocked by the agreement.
Fire Department Property Donation to Rural Fire Departments
Seven Lifepak AEDs are past public service — their pads were discontinued — so they're going to Bolt for the Heart for CPR/AED training instead of the landfill.
Right-of-way and excavation permit rules
An ordinance amending excavation and right-of-way disturbance permit rules, restoration requirements, and penalties was set for second reading. It affects how utility and construction work in city rights-of-way is permitted and restored.
Parking Enforcement Technology Purchase Tabled
The police department's $79,694 purchase of Passport Labs license plate recognition software was tabled because a city ordinance must first be updated to let the clerk's office designate a parking payment agent. It will come back to the board June 3.
Volunteer Carmel Funding
Ordinance D-2819-26 would appropriate $20,000 from the General Fund to the Marketing and Community Relations budget to cover Volunteer Carmel costs.
American Legion Property Deed and Easement
Two property items involving the American Legion were on the agenda: a quitclaim deed with the city and an easement agreement with Duke Energy. These are the kind of land and utility housekeeping matters that clear the way for future use of the site.
Environmental Stewardship Committee Renaming
A proposed ordinance would rename the Climate Action Committee as the Environmental Stewardship Committee and expand its duties and membership.

Baby Tracts Lot 31 lot split
Brason Properties wants to split one residential lot into two at 11005 Cornell St., inside the Homeplace Overlay District. It came up for a public hearing where residents could comment before any action.

Police Vehicle Donation to Town of Cadiz

Police Vehicle Graphics Contract
The Police Department requested about $80,000 for vehicle graphics from Turbo Images, Inc. No decision is on the record.
Property Vacations at 310 2nd St NE and 751 Oswego Road
The council vacated an unused alley and a leftover easement so two property owners can move forward with their properties. Engineering verified no future public use and confirmed room remains for a future sidewalk on 2nd Street.
