4 issues with critical priority
2027 City Budget
The city is rolling out its 2027 budget under Indiana's SEA 1 property tax law, which cut Carmel's taxable net assessed value by about $199 million. The mayor says priorities like public safety, parks and arts are preserved this year, but warns 2028 and 2029 will be much harder.
Flood recovery: backup water main and fiber restoration for wastewater plant
The mayor updated residents on the Northwood Hills flood recovery: state-contracted teams have finished field assessments, and every affected property owner will get a letter with results and appeal rights. Buildings judged 'substantially damaged' (50% or more of value) must meet current floodplain rules when rebuilt.
HR 1 SNAP cost shifts to states
The 2025 federal law cuts SNAP by over $200 billion and shifts administrative costs to 75% state / 25% federal starting October 1, 2026, plus a new benefit cost-share of up to 15% based on state payment error rates. Indiana faces roughly $270 million per year in new costs, raising fears of benefit cuts or cuts to other social programs.
Flood recovery and FEMA assistance
The city is spending recovery money after a disaster and needs expert help to get reimbursed by FEMA, which has tough requirements. Eleven firms pitched in; a contract award comes later.
