Attorney for adjoining property owners argued the owners violated a 2013 court order for over a decade — selling alcohol without permits, running events late — and said the special exception's statutory criteria aren't met; he urged an unfavorable or no recommendation.

A neighbor since 1984 described years of noise, police shutdowns, and violations of the agreed restrictions, including lights well past 11:30 p.m. last October; he asked that no new or expanded variances be granted.
