11 issues with critical priority
Youth Gun Violence and Community Support
Recent murders involving young people aged 18 and younger have commissioners asking how the community reaches at-risk youth. A town hall at Zion Church on October 29 is the second part of a community conversation, and commissioners want at-risk youth directly involved, not just handpicked student voices.
Pigeon Creek flood damage reduction and drainage work plan
A public input meeting on the Pigeon Creek Watershed work plan is set for October 26 at 10 a.m., with comments accepted by email or letter for those who can't attend.
2027 Community Corrections Grant Funding
Community Corrections lost a $300,000 grant, and staff budgeted it as a placeholder in the LIT fund so it isn't forgotten. Council also heard encouraging signs that state funding may be restored after a meeting with Governor Braun.
2027 County Budget Shortfall Risk
Department heads laid out 2027 asks: Highway wants its first raise in a decade, Health held nearly flat despite a 76% state funding cut, Purdue Extension wants ~$60,000 more, and Burdette Park is thriving. Expect real debate when the council sets the budget.
2027 City Budget
Facing about $6 million in new circuit breaker losses from Indiana's SEA 1 property tax changes, the council cut $4 million from the general fund and $2.9 million from other funds. Final adoption is October 7.
2027 Budget and Appropriations
First readings advanced for the full 2027 city budget, salary ordinances, and the Port Authority budget, with the public hearing to come during miscellaneous time and the levee budget discussion set for October 26 due to advertising requirements.
2027 County Department Budget Requests
Department heads laid out 2027 asks: Highway wants its first raise in a decade, Health held nearly flat despite a 76% state funding cut, Purdue Extension wants ~$60,000 more, and Burdette Park is thriving. Expect real debate when the council sets the budget.
State defunding of Treatment Court and Community Corrections
Indiana's Department of Correction pulled all state funding — about $323,000 — from the county's Treatment Court starting in 2027. The program treats about 135 people with drug and alcohol addictions instead of jailing them, cutting felony rearrests 37% and saving $6,777 per participant. Without it, the jail could hit capacity by early next year and cost taxpayers $2 million a year in outside housing.
Community gun violence and Garvin Park safety
Shots-fired calls are running high — 56 in May alone — and Garvin Park has become a hotspot for juvenile gun, fighting and intimidation problems since its renovation. City leaders including the police chief, park director and possibly the mayor plan to meet before summer to figure out a response.
2027 County EMS provider selection (RFQ 2026-03)
The city is launching its own ambulance service July 1, leaving the county to pick a new EMS provider for Perry, Union, and parts of Center Township starting 2027. Three bids are on the table with wildly different price tags — from $1.87 million a year down to zero — and the commissioners will pick a winner June 16.
2027 County Emergency Medical Services Provider Selection
The county chose the Evansville Fire Department to provide ambulance service outside the city, replacing AMR after the city went a different direction. Commissioners weighed staffing, equipment, infrastructure and cost, and consulted township trustees. Transition details are still to come.
