4 issues in water utilities with high priority
96th Street flood repair water main
The flood took out a water main feeding the wastewater treatment plant; the city has been getting water there through fire hoses down 96th. A permanent six-inch main is now under contract, targeted for completion before winter.
30-inch Water Line Repair
The city's 30-inch raw water line needs repair, and CHA Consulting will design the fix along with 12-inch water main work for up to $95,000. Timing matters — the city wants the work done before bridge construction starts.
Waterworks system improvements financing
Carmel is considering revenue bonds to pay for upgrades to its water system. Since water revenue bonds are repaid from utility revenues, the details matter for future water rates.
Sewer and Water Infrastructure
Carmel is borrowing about $9.5 million for water and $25 million for sewer improvements — replacing 50-plus-year-old pipes, fixing sewer capacity near Merchants' Square, and improving water pressure on the west side. The good news: no utility rate increase is needed, and the debt is paid from utility revenues, not property taxes.
