34 issues in roads
Phase II road reconstruction program (BOT Agreement)
The board was set to consider a $15.5 million contract with Avenew Roads for Phase II of the city's build-operate-transfer road program — one of the biggest infrastructure investments on the books.
Merchants Square Area Road and Utility Improvements Public-Private Agreement
About 8,000 feet of 12-inch sewer main that surcharges in heavy rain will be upsized to 18 inches, plus 2,600 feet of old water main replaced all at once to avoid re-digging. It's the first big project in the Merchants Square utility overhaul.
116th Street & Hoover Road Roundabout
The roundabout started three weeks ago, but a 1.5-day delay pushed final paving to December 22 — too risky with winter weather. The road reopens Monday and finishes in spring with a shorter closure.
Holiday parking and traffic around the Performing Arts center
The Performing Arts center's CEO reported holiday-season ticket sales down 20 percent since 2023 — about $66,000 lost — because Christkindlmarkt traffic and parking congestion keeps patrons away. A city-led task force is recommending a professional traffic and parking study, a dedicated ride-share zone, and city-funded shuttle expansion.
136th Street and 141st Street trail connections
The 136th Street path is wrapping up with a final $41,843 change order, and both trails should be complete by year-end.
Main Street 15-Minute Parking Ordinance (D-2762-25)
A long-pending ordinance would set up 15-minute parking spots at the start of each block on Main Street from Knoll Court to 1st Avenue SE and regulate parking on Range Line Road. It's at its 21st reading and remains stuck in committee — downtown shoppers and businesses would be the ones affected.
Road Maintenance Funding (D-2842-26)
The 2027 budget puts $8.5 million toward repaving across several funds, up from the $3.4 million visible in the main line item. Councilor Adam Aasen argued a decade of flat funding means the city needs roughly $20 million a year for five years to truly catch up; staff countered that maintenance techniques and a data-driven program are stretching dollars.
Senior Transportation and Hamilton County Express
County buses are wearing out — some with 265,000 miles — and a new bus runs $165,000. A creative fix is on the table: buy used Carmel school buses that still have life left. Ridership is climbing fast among seniors and workers alike.
3rd Avenue Reconstruction Survey (Amendment #15)
The board approved $935,800 in additional engineering services for early design of the Third Avenue reconstruction from Carmel Drive to Carter Green. Much of the money only gets spent if the federal BUILD grant is awarded.
Towne Road traffic and congestion
Residents told the commission Towne Road is already bumper-to-bumper and that 53 more homes — on top of thousands added up north — will make morning exits from Laurel Lakes and the village even harder. Several asked for a traffic study.
Bike/pedestrian improvements at two major roundabouts
Two INDOT contracts — about $921,000 combined — would add bike and pedestrian facilities at the Rangeline/116th Street roundabout and crosswalks at Hazel Dell Parkway/Main Street. These are big safety upgrades on routes many residents bike and walk daily.
Range Line improvement project start
A variance lets the project skip the 12-foot urban sidewalk standard (8- and 10-foot sidewalks instead) and eliminates a bike lane on Rangeline Road. The bike lane change ties into the broader Rangeline Road improvement project.
Motor Vehicle Highway Fund Additional Appropriation
The council was scheduled to hold a public hearing on spending extra money from the road fund for equipment and fleet needs. It's an added appropriation of gas-tax money for the city's vehicle fleet.
College Avenue road improvement (96th to 106th)
Nearly $450,000 in additional engineering services was up for the long-running College Avenue improvement project between 96th and 106th Streets.
Westfield Boulevard path and structure replacement
$264,800 in added inspection services was requested for the Westfield Boulevard path and structure replacement project.
Range Line Road On-Street Parking Improvements
A parking ordinance now on its twenty-second reading would create 15-minute spaces on Main Street and regulate parking on Range Line Road. A companion first-reading ordinance would amend Section 8-47 and add Weston Drive.
College Avenue streetscape nearing completion
The College Avenue streetscape between 96th and 106th is in the home stretch, wrapping up around August or September, with added stormwater fixes.
141st Street path and tree preservation settlement
A year-long condemnation case ended in a creative deal: the new 141st Street path was shifted south to give a line of mature pines a chance to survive — if they die, the city pays the owners later. Future road expansion isn't blocked by the agreement.
Raised crosswalks at Hazel Dell and Gray
The raised crosswalks are done fast — completion incentives in the contract paid off, and the city plans to use them in future projects.
Right-of-way and excavation permit rules
An ordinance amending excavation and right-of-way disturbance permit rules, restoration requirements, and penalties was set for second reading. It affects how utility and construction work in city rights-of-way is permitted and restored.
Road Funding Transfer
A $1 million transfer from the Grant Fund into the Motor Vehicle Highway Fund was on the docket to cover grant-eligible road expenses. That money supports street maintenance and improvement projects across the city.
Comprehensive Safety Action Plan — Safe Streets and Roads
A request for proposals was on the agenda for a Safe Streets and Roads for All Safety Plan, plus raised crosswalks at the Gray Road and Hazel Dell roundabouts. These projects aim to make walking and crossing safer.
Speed Humps on West Road
Ordinance D-2813-26, sponsored by Councilor Joshi, would amend the city code to add new speed humps on West Road between 121st Street and 131st Street.
Public Way Vacations on S. Rangeline and Oswego Road
Three petitions would vacate segments of public right-of-way around S. Rangeline Road and north of 805 Oswego Road, affecting future street access in those areas.
INDOT Community Crossings road grant
A $1 million matching grant agreement with INDOT would help fund local road improvements under the 2026 Community Crossings program.
Additional Street Paving (26-STR-03)
Bids for the city's additional paving project were scheduled to be opened. Paving affects road conditions and ride quality across Carmel neighborhoods.
2026 Paving Program Bid Award (26-STR-02)
The board took up a $6.34 million street paving contract — the funding behind this year's road resurfacing across the city. No record shows whether it was awarded.
Roundabout Project Property Purchases
A resolution would let the city move forward on buying properties valued over $25,000 needed for roundabout and related improvement projects.
Parking regulation on Autumn Drive
An ordinance amending Section 8-47 of the city code would change parking regulation on Autumn Drive. Third reading was scheduled with a committee meeting set for March 11.
Monon corridor design work
A $2.77 million design services amendment for the Monon Boulevard to Range Line project was scheduled. Design phases set the stage for future construction along this busy corridor.
Raised crosswalks and roundabout construction
Several large construction contracts were up for bids covering raised crosswalks near the Gray Road and Hazel Dell roundabouts and the 116th Street and Hoover Road roundabout. These projects affect commutes and pedestrian safety in growing parts of the city.
Main Street Parking Ordinance and Parking Study
Businesses along Main Street have been waiting on an ordinance establishing 15-minute parking and new Range Line regulations. The long-promised parking study finally arrived, and the council wants time to digest it before acting — possibly splitting off pieces that don't depend on the study.
106th Street Roundabout Utility Relocation
The city is reimbursing Duke Energy $414,722 for moving and undergrounding utilities at the 106th & Westfield roundabout project. Usually utilities pay their own way, but the city requested undergrounding to help construction and safety.
Richland Avenue road connection
City engineer Mike Holobaugh walked back earlier comments suggesting the Richland Avenue extension was imminent, saying council support isn't there yet. Council members confirmed it's a priority for some but not ready to move.
